| The Pledge of Allegiance was lead by Sarah Hebern, a local Girl Scout who was at the meeting to receive
a Letter Of Recognition for achieving the Girl Scout Gold Award! Supervisor Janet Bibby said "That Sarah was an exemplary individual". Only one sealed bid was received and opened for leasing the grazing property in the Lake Don Pedro area. Robert Cree was the bidder with a bid of $2,037 for three years. Since it was over the minimum bid the board accepted the bid. The Mariposa "Clean and Proud" Program running from April 22 through May 28, 2007 is an effort to clean the sides of the roads in Mariposa County. The bags can be picked up at the landfill and returned their when full for free. The board approved increases to Fleet Services for increases in the county labor rate, maintenance rate, and usage of the Low Bed Tractor Trailer. The Tractor Trailer rates will go from $65.00 an hour to $90.00 an hour. Shop Labor Rate will go from $58.00 an hour to $72.00 an hour. Maintenance charges will increase 15%. Dana Hertfelder, Public Works Director said that although these fees are necessary that they will negatively impact the Roads Division. The board also approved an agreement with Best,Best,& Krieger for continuing legal services for an amount not to exceed $25,000. This firm is involved with the Bryce Johnson litigation. |
On the Ferguson Rock Slide, Caltrans will be in Mariposa on May 23, 2007 a Wednesday, for a Work Shop
on the proposals for getting around the rockslide. Then on June 12, 2007 in the afternoon they will go before the Board
of Supervisors where they will discuss the alternatives and look for direction from the Mariposa County Board Of Supervisors. The board Adopted a Resolution Opposing Senate Bill 893 by Senator Dave Cox which would take the Proposition 10 Revenue away from Local First Five Commissions across the state and having the state dole out the money from the California Families and Children's Commission. Richard Benson, Mariposa County CAO led a discussion and was looking for board direction regarding the county's unfunded liability with PERS. Mr. Benson presented a Power Point presentation on differing scenarios that the board could choose from on how to handle this liability. Currently over $11,300,000 is owed to PERS that the county is paying 7.75% yearly interest on. He said that just a few years ago the county did not owe PERS anything so the county did not pay into the fund and also that in 2002 the retirement system in Mariposa County was increased for employees from 2.2% to 2.7% . Also that employees were retiring at a younger age than anticipated along with poor investments has made this liability grow from 0 dollars to where it is today. Mr. Benson's recommendation to the board is to take out a bond over 20-30 years, borrow the full amount that is due and leave $2,000,000 in the county funds as a cushion. He estimates that it will cost about $125,000 to get this bond package together. After some public comments the board has decided to hold a public hearing on how the PERS debt will be handled. The County Auditor, Chris Ebie and the County Treasurer, Keith Williams both agreed with Mr. Benson's plans to pay back PERS. |
