...What kind of intelligent being would start a control burn on almost
the same day as the A-Rock and Yosemite fires of 1990. Was there no
one still in Yosemite that remembers that fire that burned homes in
Foresta, next to Big Meadow, where the purposed 90 acre fire was set?

Update: Monday 9:15 P.M.
At the meeting tonight in El Portal, Mariposa County
Sheriff Brian Muller announced that El Portal residents are allowed back
home, but they should be ready to leave in case something happens with
the fire.
Incident Commander, Jerry McGowan announced that the fire is at about
5,100 acres this evening and with the backfires set they expect about
another 2,000 acres to be burned. Also a meeting is scheduled on
Tuesday in Groveland to discuss the fire.
Yosemite View Lodge is back open.
The first accident occurred today as a firefighter injured a shoulder.

Superintendent Dave Uberuaga,
said that
he was at the fire line that morning the prescribed burn
was to be set and everything looked okay and the fire was set about
thirty minutes or less after he left the Big Meadow area and also he
estimated that about 10% of the 91 acres actually burned.
NPS Reports: Tioga Road is
completely closed from Crane Flat to White Wolf.
The Los Angeles Times is reporting that none of the original 91 acres
that was supposed to have been burned in the prescribed fire actually
burned.

In a memo dated Aug. 13, 2009, County
Administrative Officer Rick Benson has outlined for Board of Supervisor
approval the Recommended Budget for the next fiscal year. The budget of
almost $78 million is roughly 2.3% higher than the last budget. It
contains a number of items which will have to be decided by the board.
It also reinforces the understanding that Tourism is the major industry
in Mariposa County. However, one of the requests submitted in order to
balance the budget, is a reduction of $200,000 or 1/3 of the county
contribution to the Tourism Bureau for marketing of our major industry.

on the ground protecting the structures.

Bear activity in the El Portal area has increased
in the last several weeks. It seems that one particular bear has learned
to open car door handles and is entering vehicles in search of food. On

One reported accident in the county
yesterday by the CHP and that accident occurred during the early evening
hours on 49 North near the Bagby Bridge that involved a motorcycle with
minor injuries reported.
During the afternoon hours a boating accident took place at Barrett
Cove.
On Snow Creek Bridge some jerk dumped their junk.

The Wildcat fire area received approximately a half inch of
rain last weekend. Consequently, fire activity has been greatly diminished

Foresta Big Meadow Prescribed Fire August 26, 2009
Yosemite Fire Mangers are planning the Big Meadow prescribed
(Rx) fire in the community of Foresta. The project will consist of burning a
total of 91 acres. If weather conditions and air quality allow, the burn
will be begin in the morning of August 26. It is expected this project will
take one day to complete and another few days to fully mop up hot spots to
insure the fire does not escape the defined fire perimeter.

The park received a report of an
unidentified odor at the Wawona Hotel just before noon on August 18th.
Firefighters and
rangers
responded to the
hotel to

Recession
The U.S. must address the massive
amounts of “monetary medicine” that have been
pumped into the financial system and now pose
threats to the economy and the dollar,
billionaire Warren Buffett said last week.
Roubini currently expects a U-shaped recovery,
where growth will be “anemic and below trend for
at least a couple of years,” he said. A full
global recovery from the current recession may
take two years or more, Nobel laureate Paul
Krugman said earlier this month.
Rising unemployment, a global financial system
that is still “severely damaged” and weak
corporate profitability are among reasons why
any recovery won’t be V-shaped, Roubini said.

prescribed fire in Big Meadow in the community of Foresta next Wednesday
August 26, 2009. The total burn area will include 90 acres, pending weather
conditions and air quality. Yosemite Fire Crews have been preparing the
meadow for the last few weeks around structures and other infrastructure
within the proposed burn area. Fire engines, water tenders, and hand crews
will be present during all fire activity.

Knight Fire Temporary Road Closure in Effect
Sonora, Calif.,
(August 21, 2009)…The Forest
Service today announced that a temporary road closure for a portion of the
area burned by the recent Knight Fire remains in effect by Forest Order from
August 20 through April 30, 2010. The temporary closure provides for public
safety, and is enacted at this time because of the potential
for falling trees or limbs due to wind events.

Aug. 22 (Bloomberg) -- Federal Reserve Chairman Ben S. Bernanke and
European Central Bank President Jean-Claude Trichet said the world economy
is pulling out of its deepest recession since the 1930s.
“Prospects for a return to growth in the near term appear good,” while
“critical challenges remain,” including possible further losses for
financial firms, Bernanke said yesterday. Trichet said “green shoots” aren’t
enough for him to declare the recovery sustainable and that officials “have
an enormous amount of work to do.”

while hot
weather
continues.
Recommendations
on hot, still,
late summer
afternoons
include: do

The Wildcat fire has remained active during the presence of
the high pressure ridge and higher temperatures over the Sierra Nevada. Approximately 903
acres have burned. The fire will be re-mapped in a few days.

The city managers plan says their pensions are
“not financially sustainable and are
increasingly politically controversial.” The
local government executives, who would prefer a
statewide solution through legislation, are
acting on their own because “we cannot wait due
to the stalemate in Sacramento.”

first pension fund - the California State
Teachers' Retirement System - was created in
1913, teachers who worked 30 years were paid a
$500 annual pension, the equivalent of about
$10,500 annually now. Over the years, other
public pension systems were created and most
were designed to pay public servants about half
their salary in retirement.

height of the economic boom - labor unions
aggressively lobbied state lawmakers to pass SB
400 - the "pension-boosting bill" -
retroactively boosting pensions for state
employees and allowing them to retire at younger
ages with higher pensions.

The $119 billion California State
Teachers’ Retirement System, which oversees the
pensions of 833,000 members, said on July 21
that it had temporarily shifted 5 percent from
equities to fixed income, real estate and
private equity, and permanently moved 5 percent
from stocks to “absolute return” products that
target gains even as markets fall.
“The shift out of equities is still in
progress,” Calstrs’ spokesman, Ricardo Duran,
said in an e-mail on Aug. 12. The value of the
fund’s investments slid 25 percent in the fiscal
year ended in June.
The $181 billion California Public Employees’
Retirement System, which managed retirement
benefits for 1.6 million current and retired
public workers as of June 30, lowered its
equities target to 49 percent from 56 percent on
June 15. Calpers lost 23.4 percent in the fiscal
year ended June 30, erasing six years of

Public Hearing on the Proposed Landfill Fee Schedule Changes will be
held at the Board of Supervisors Meeting on Tuesday, August 18, 2009
Under a revised landfill fee schedule
proposed by the Mariposa County Public Works Department (MCPWD), most fees
would remain unchanged, including those for tires, bulky items, hard to
handle materials, refrigerated appliances, and up to six 33-gallon
containers of household garbage. Amounts of household garbage greater than
six 33-gallon containers would be charged at a per ton rate, rather than by
the cubic yard. Cubic yards would be used as a measure only if the scale is
inoperative. The goal is to increase the accuracy and consistency of
disposal rates at the Landfill.

Overpriced,’ Tice Says
Aug. 14 (Bloomberg) -- U.S. stocks are
“dramatically overpriced” because the fallout
from the financial crisis will continue to hurt
consumer spending, said David Tice, Federated
Investors Inc.’s chief portfolio strategist for
bear markets.
The Standard & Poor’s 500 Index has climbed 50
percent from a 12-year low on March 9 on
speculation the economy is recovering from the
worst contraction since the Great Depression.
The rally pushed the index’s price relative to
trailing 12-month operating earnings to 18.65,
the most expensive since December 2004,
according to weekly data compiled by Bloomberg.

Emergency Communications Network to license its CodeRED
high-speed notification solution. The CodeRED system
provides County officials the ability to quickly deliver
messages to targeted areas or the entire county.

July Consumer Price Index
On a seasonally
adjusted basis, the CPI-U was unchanged in July following a 0.7 percent
increase in June. Small declines in the food and energy indexes offset a
small increase in the index for all items less food and energy. The food
index declined 0.3 percent in July with all six major grocery store food
groups posting declines. The energy index, which rose 7.4 percent in
June, fell 0.4 percent in July. Decreases in the indexes for gasoline,
fuel oil, and electricity more than offset an increase in the index for
natural gas.

Push 150 Banks to Point of No Return
The number of banks exceeding the
threshold more than doubled in the year through
June, according to data compiled by Bloomberg,
as real estate and credit-card defaults surged.
Almost 300 reported 3 percent or more of their
loans were nonperforming, a term for commercial
and consumer debt that has stopped collecting
interest or will no longer be paid in full.

Does it Seem Hazier than Usual?
The Yosemite region and much of California is being
affected by smoke from the La Brea fire near Santa Barbara. Similar to last year's Telegraph
fire in Mariposa, the La Brea fire is a high intensity fire occurring during poor smoke dispersal
conditions, and is the kind of fire (and smoke impacts) that the National Park Service is trying to
prevent by carefully managing lightning-ignited fires such as the Grouse, Harden, and Wildcat fires.

Stanislaus National Forest -
Knight Fire
The Knight Fire began on July 26, 2009. Firefighters successfully
gained 100% containment of this fire last night. Remaining work to
be done on the incident has been turned over to the MiWok Ranger
District. Suppression damage repair is expected to be completed by the
close of today, and the last of the personnel and equipment assigned is
scheduled for demobilization August 13.

Sheriff Report
During the morning commute hours a
suspicious vehicle was noticed on
Williams Road and the responding deputy discovered some tourists
sleeping in the vehicle.
A call about suspicious persons in the Lake McClure Parking Lot resulted
in a fellow going to the county lock-up for awhile.
During the afternoon hours suspicious circumstances were observed over
on Ganns Corral Road.

NEW YORK (Reuters) - U.S. home
loans failed at a record pace in July despite
ongoing federal and state programs to avoid
foreclosures, which have severely strained
housing and the economy.

New CalSTRS building: bittersweet beginning
Several board members, citing their hometown
newspapers, said they were concerned that
CalSTRS may be unfairly included in broad
criticism of public employee retirement systems
that have lowered retirement ages and boosted
benefits.
Some systems took “contribution holidays,”
putting little or no money into the pension fund
when investment earnings soared, and others
granted retroactive benefit increases for which
contributions had not been made.
(Mariposa County was one
of those 'Systems' as for about two years they
made no contributions to PERS and instead of
investing the money or keep paying into PERS
like some counties in California did, they spent
the money on who knows what and also boosted the
pensions to the workers. That was the start of
the $13,000,000 that you the taxpayer now owes
to PERS in the Fresh Start Program where the
County financed that money at 7.75% for 20 years
to the tune of about $1,300,000 a year. Need
road work done? Forget about it, the pensions
are more important. Remember the road study that
the county just had done where the consultant
mentioned that the county needs $5,000,000 a
year into road maintenance just to maintain them
the way they are. The county contributes
$1,500,000 a year to roads leaving what I guess
you could say a big hole in that road
maintenance.

Kennedy Shriver died early this morning at Cape Cod Hospital in Hyannis,
Massachusetts surrounded by her family. She was 88 years old. Near her at
the time of her death was her husband, R. Sargent Shriver; her five
children: Robert "Bobby" Sargent Shriver III, Maria Owings Shriver, Timothy
Perry Shriver, Mark Kennedy Shriver and Anthony Paul Kennedy Shriver, as
well as their spouses and all of her nineteen grandchildren.

Aug. 13 (Bloomberg) -- It’s amazing what a
little sunshine can accomplish. Check out the
footnotes to
Regions Financial Corp.’s latest quarterly
report, and you’ll see a remarkable disclosure.
There, in an easy-to-read chart, the company
divulged that the loans on its books as of June
30 were worth $22.8 billion less than what its
balance sheet said. The Birmingham,
Alabama-based bank’s shareholder equity, by
comparison, was just $18.7 billion. So, if it
weren’t for the inflated loan values, Regions’
equity would be less than zero. Meanwhile, the
government continues to classify Regions as
“well capitalized.”

Yosemite Visitation Numbers Through July 2009
After hearing from Mariposa County CAO Rick Benson, on how
close this years Transient Occupancy Tax (TOT, Bed Tax) matched 2008’s
numbers (within 2% or $200,000) even though Yosemite National Park is
down total available rentals because of the rock slide a few months ago
that closed some of the rentals in Curry Village, we were curious on how
Park visitation is doing.

At the Mariposa County Board of Supervisors meeting yesterday,
The CAO of Mariposa County Rick Benson, mentioned that in the upcoming
budget talks, three layoffs could be implemented if the Board agrees to
the proposed layoffs.
A few weeks ago as the Board agreed to
department head raises that will cost the Mariposa County taxpayers an
additional $90,000 a year, Mr. Benson said that Mariposa County was
doing okay.
The BOS also agreed to give away another $50,000 + for the consulting on
the Catheys Valley Plan on a 4-1 vote with Supervisor Lyle Turpin the
lone no vote.

Recycle Used Motor Oil in Mariposa County
There are a lot of reasons to recycle used motor oil. Rerefining
used oil requires about 1/3 less energy than processing it from crude
oil and results in a product that is at least as good as, if not better
than, virgin oil, according to the California Integrated Waste
Management Board. And, because it takes just two gallons of used oil
compared to 84 gallons of crude oil to produce a single gallon of clean
motor oil, recycling is an easy, economical way to conserve dwindling
petroleum resources.

Someone was reportedly tampering with phones on Triangle Road.
A resident on Carstens Road reported a phone scam.
During the early evening hours someone was being threatened on Harris
Road and a few hours later someone was being threatened at Yosemite
Liquors.
An assault and battery was reported from Granite Springs Road.

California economy ‘feeling for the bottom’ says
Controller
California State Controller John Chiang said the
state’s revenue shrank in July, but that the
pace of contraction seems to be slowing and the
“economy is feeling for the bottom.”
State general fund revenue shrank by 8 percent
when compared with July 2008. But Chiang’s
office noted a marked improvement from the
ear-popping drops of 39.4 percent and 39 percent
in March and April, and another drop of 17.7
percent in May.

to Lowest Level Since February
Short interest on the S&P 500 declined to 8.77
billion shares as of July 31, a 12 percent
decrease from two weeks earlier, according to

30. Investors reduced bearish bets on financial
stocks the most, slashing them by 31 percent to

During the morning hours someone was
reported trespassing on Princeton Way and then later in the day
trespassing was also reported from the Mother Lode Lodge and on East
Whitlock Road.
A dead cat was on Jessie Street.
A suspicious person on Greeley Hill Road during the afternoon hours was
arrested and sent to the pokey in Mariposa.
On East Westfall Road a report of a possible burglary was filed.
During the evening hours LOUD music was reported from the River
Rock Cafe.

-- Almost one-quarter of U.S. mortgage holders owed more than their

Two Teenage Girls Drown In Separate Incidents
Two
young girls, ages 13 and 14, lost their lives in separate drowning
incidents on the Kaweah River at Hospital Rock in mid-July.
On Saturday, July 18th, park dispatch received a 911 call at about 3
p.m. from a pay phone in the Hospital Rock picnic area. The caller
reported that a 13-year-old girl was trapped under a rock and drowning.
Rangers arrived on scene within 15 minutes. The young girl was visible
beneath the surface, but rescue efforts were unsuccessful, as one of her
lower limbs was apparently caught under a rock or limb under a large,
partially submerged boulder. Rangers were able to recover her body two
hours later.

“I don’t want to sugarcoat anything,” Seeling said as he neared the end
of his comments. “We are facing decades without significant turnarounds
in assets, decades of — what I, my personal words, nobody else’s —

miscellaneous plan and 40 to 50 percent of pay for a safety plan (police

Litigators go to court to undo cuts made by legislators and
the governor. The state is spending billions of dollars fighting the
lawsuits and dealing with increasingly unfavorable rulings.
"We are seeing more lawsuits and more victories by the groups
filing them," said Bob Hertzberg, a former Assembly speaker who now is
chairman of California Forward, a think tank focused on reforming the
budget process. "They don't want to compromise. . . . It's easier to

Aug. 10 (Bloomberg) -- The collapse in commercial real estate
is preventing Federal Reserve Chairman Ben S. Bernanke from declaring
the economy and financial markets are healed. Property values have
fallen 35 percent since October 2007, according to Moody’s Investors
Service. That’s making it tough for owners to refinance almost $165
billion of mortgages for skyscrapers, shopping malls and hotels this
year, pressuring companies such as Maguire Properties Inc., the largest
office landlord in downtown Los Angeles, to put buildings up for sale.

Aug. 10 (Bloomberg) -- Options traders are increasing bets that the
steepest rally in the Standard & Poor’s 500 Index since the 1930s won’t
survive September, historically the worst month for U.S. equities.
Traders are betting the VIX, a gauge of expected stock swings, will
increase 13 percent in the next five weeks, according to futures prices
compiled by Bloomberg. That’s the biggest spread since August 2008,
right before the S&P 500 suffered the steepest two-month plunge in 21
years.

Mariposa County TOT (Bed Tax) Dollars Close in on 2008 Totals
As of Friday the TOT Tax was within 1.9% of
the 2008 total as revised numbers for 2008 lowered amounts collected in
2008 and boosted 2009 numbers. The numbers for 2008 were lowered
from 10.3M to 10.1M and added to the 2009 numbers as they were incorrectly applied to
2008. Adding that money with the TOT money that has came in as of Friday
the total for 2009 comes in at 9.9M. With the country in a recession
these numbers are outstanding as the visitors continue to visit Yosemite
National Park and Mariposa County. Over 45% of Mariposa County General
Fund Dollars come from the TOT Tax, so a dramatic lowering of that tax
money could really impact services in the county.
Latest Stanislaus crop report doesn't reflect struggle of 2009
Gross farm income hit a record $2.47 billion, up 2 percent
from 2007, the report from county Agricultural Commissioner Gary Caseri

Home sales,
including new and existing single-family homes and condos, increased 18
percent in June, compared to the previous year, according to the most
recent figures available from DataQuick Information Systems, a Southern
California-based real estate tracking firm. It was the first month since
December to see a year-over-year gain in sales. However, it was also the
second-lowest sales tally for any June since 1991.

Wine grapes, the county’s largest crop, suffered from frost
damage and hot windy weather that affected fertilization in 2008. As a
result, yields sank for the third year in a row and the value of the
grapes sold fell nearly 9 percent to $381 million.

Evening Update
There was very low fire activity yesterday
due to the cold temperatures and light snow in the Tuolumne Meadows and high
country near the Wildcat fire perimeter.
Fire managers were
able to obtain more accurate mapping of the fire by a reconnaissance and GPS
flight by Helicopter 551: 640 acres have burned.

Senator Dave Cogdill (R-Modesto) applauded Governor
Arnold Schwarzenegger for

two measures he authored,

Senate Bill 230, into law. SB 198 would allow healthcare districts to
consolidate and refinance old debts using long-term lines of credit. SB 230
simplifies the process for property owners and businesses to dispose of
tires that have been illegally dumped on private property.

Prop. 1A Securitization Program
California Communities, a joint powers authority (JPA) sponsored
by the League of California Cities and the California State Association
of Counties (CSAC), announced its plans on Aug. 5 to launch a
securitization program for the Proposition 1A property tax loan to the
state. The announcement was distributed to the various local government
associations whose members will lose 8 percent of their property tax
revenues to the state in FY 2009-10. The program is intended to replace
100 percent of the funds loaned by local agencies to the state.
California Communities is soliciting proposals to put together the
financing team for this project and is prepared to move expeditiously to
structure the project.

...So far, California has been losing jobs at a faster clip than the
nation, said Howard Roth, chief economist at the state Department of
Finance. Since the official onset of the recession in December 2007, the
state has lost 6 percent of its payroll jobs, he said. The nation has

Recession is Easing Up - Only
247,000 folks lost their job last month
Nonfarm payroll employment decreased by 247,000 in July, and the
unemployment rate was little changed at 9.4 percent. Payroll
job losses over the past 3 months have now averaged 331,000, compared
with an average of 645,000 over the prior 6 months. Employment has
fallen by 6.7 million since the start of the recession in December 2007.
The unemployment rate in July was 9.4 percent, little changed for
the second consecutive month. The rate had been 4.9 percent when the
recession began. There were 14.5 million unemployed persons in
July.
The number of long-term unemployed continued to rise. In July, 5.0
million people had been unemployed for more than 6
months, accounting for 1 in 3 unemployed persons.
Among the employed, there were 8.8 million persons working part time in
July who would have preferred full-time work.

The lightning caused Wildcat Fire, managed for multiple
objectives, is now at approximately 700 acres. It is burning on the north

The Knight Fire has now backed down to the Middle Fork of the Stanislaus
River and is holding within all containment lines. Firefighters remain
on the line to continue mopping up and rehabilitating dozer and hand
lines that were constructed to contain the blaze. Interior islands of
fuel will continue to burn over the next several days, so smoke will
still be visible from local areas. Many firefighters and pieces of
equipment are being demobilized and sent to other fires across the
state.

Pending home sales index rises again in June
Pending U.S. home sales rose in June for the fifth straight month, another encouraging sign of life for the embattled U.S. housing market, the National Association of Realtors reported Tuesday.
For June, the Realtors group said its pending home sales index rose 3.6 percent to 94.6, from an upwardly revised reading of 91.3 in May. The last time there were five consecutive monthly gains was July 2003.

year I would come from Orange County to sell at the Oakhurst Peddler’s
Fair; however, most of my personal time was spent in Mariposa, shopping

Pending home sales index rises again in June
Pending U.S. home sales rose in June for the fifth straight month, another encouraging sign of life for the embattled U.S. housing market, the National Association of Realtors reported Tuesday.
For June, the Realtors group said its pending home sales index rose 3.6 percent to 94.6, from an upwardly revised reading of 91.3 in May. The last time there were five consecutive monthly gains was July 2003.

From July 12th through 25th, NPS law enforcement
personnel participated in intensive marijuana interdiction efforts with 15
other agencies under Operation S.O.S. (“Save Our Sierra”), organized by the
Fresno County Sheriffs Office. Northern portions of Kings Canyon National
Park are located within Fresno County, as well as a highway corridor
connecting two frontcountry areas of the park. During the operation, over
400,000 marijuana plants were eradicated from 71 illegal cultivation sites.

During the early morning hours a burglar
alarm went off at the Mariposa Museum and History Center, where a few
windows were broken as someone tried to gain entry to the building. A
short time later a burglar alarm rang on Jessie Street and an individual
was arrested and sent to the county lock-up.
During the later morning hours a suspicious person was observed on Usona
Road.
Suspicious circumstances were reported from the Courthouse.
During the evening hours on Heritage Lane the caller reported hearing a
verbal dispute and then shots being fired.
On Jalapa Way the caller reported seeing suspicious circumstances during
the evening hours.
The sheriff was called out to Dogtown Road for an ongoing civil matter...

Public Hearing on the Proposed Landfill Fee Schedule Changes
will be held at the Board of Supervisors Meeting on Tuesday, August 18, 2009
Under a revised landfill fee schedule proposed by the Mariposa
County Public Works Department (MCPWD), most fees would remain unchanged,
including those for tires, bulky items, hard to handle materials,
refrigerated appliances, and up to six 33-gallon containers of household
garbage.

The Mariposa Community Garden Steering Committee is seeking additional
members.
The function of the committee is to find and develop a suitable site,
establish guidelines, raise funds and work with volunteers and members of
the community who would like to participate as gardeners.
The committee is also seeking donations of land suitable for a garden site
near downtown Mariposa. A suitable site should be fairly level, have
adequate sun and a source of water, have space for parking and be
accessible. The site may be used by individuals and/or families to grow food
either for themselves or for people in need in the community.

Presentation at Parsons Memorial Lodge in Tuolumne Meadows on Sunday, August
2 from 2-3pm.
All bird lovers invited! Sarah Stock, Wildlife Biologist, will describe the
history of birds through the last century by weaving together observations
from the park's best naturalists and by consulting the birds themselves.
These programs are part of the Parsons Memorial Lodge Summer Series which
offers weekend programs from July 11 to August 29, 2009. Allow 30 minutes
walking time to Parsons Memorial Lodge from either Lembert Dome parking area
or the Tuolumne Meadows Visitors Center. Admission is free.

Corporal injury to a spouse was reported from Silver Bar Road during the

During the two in the morning hour a belligerent subject somewhere in
Mariposa who was causing a disturbance was hauled off to the pokey.
Malicious mischief was reported from Ganns Corral Road during the noon
hour.
