How the Campuses Helped Ruin California's Economy

MCRCD MEETING IN NORTH COUNTY
The Mariposa County Resource Conservation District is holding its monthly Board of Directors meeting on Thursday, April 1, 2010, at the Lake Don Pedro Community Services District office, 9751 Merced Falls Road in La Grange.  The meeting is scheduled between 5:00 pm – 7:00 pm.
Many of you know the RCD for its annual plant and tree sale, which is a small part of what the RCD does for the County.  For those who need special assistance to attend this meeting, please contact the office at least 5 days prior to the event.  For more information, call 966-3431.

The Sierra National Forest is Submitting a Grant Application to the State for OHV Funding

Each year the State of California makes funding available through the Off-Highway Vehicle Grants Program.   The grants program provides financial assistance to eligible agencies and organizations (federal, city, county, nonprofit, etc.) that develop, maintain, operate, expand, support, or contribute to well managed, high-quality, OHV recreation areas, roads, and trails.

On September 29, 2009, California became the first state in the nation to sign a bill making March 30 Welcome Home Vietnam Veterans Day. The bill was introduced by Vietnam veteran Assemblyman Paul Cook (D-Yucca Valley) at the urging of Jose Ramos of Whittier and the Vietnam Veterans of America (VVA) California State Council.

Tourism officials tout state’s advantages
State Commissioner of Agriculture Scott J. Soares encouraged the audience to think of agriculture in new ways. “Environment, Food safety. Tourism. Quality of life. Agriculture embraces all of these,” he said, and Cape Cod “has certainly embraced the idea of ‘buy local’.”
Soares said also that Massachusetts is “way ahead of New England and the United States in agritourism” and has experienced an 800 percent increase in the last five years of visits to farms.
Farmers’ markets contribute to the boom, said Soares. “In just one season,” he said, “we went from 160 to 202 farmers’ markets.” In an interview later, he said of the markets, “They’re kind of like going back a hundred years. They’re like a European experience, where you know your farmer.

The nation’s two biggest public pension funds, CalPERS and CalSTRS, lost a combined $170 billion by the time the stock market hit bottom last March. Since then, they have regained about $70 billion.
Just getting back to where they were two years ago will take another $100 billion, a big hole to fill for retirement systems that have been relying on investment earnings to cover 75 percent of their costs.
A year after the bottom, there is no sign of a major market rebound that will recover most of the losses. Experts who have been predicting a period of slower growth may be right.

Mariposa County Unemployment Report For January 2010

Not since the flood of 1997 has Mariposa County Unemployment numbers been so high as the current numbers are at 14.6%. In January 1997 the rate was at 21.8% as 1,400 residents were without a job. That compares with 1,350 residents that were without a job for January 2010. Going back to January of 1990 this January has the second highest unemployment rate recorded by the California Employment Development Department.

Analysts say that the stage has been set for such a rebound given how lean inventories are at present after a significant inventory liquidation during the recession. Inventories at the wholesale level have fallen for 13 consecutive months and have been down 15 of the last 17 months. The only gains in wholesale inventories occurred in October and November.

Preliminary numbers for January 2010 and not seasonally adjusted put the rate at 14.6%. That is 1.9% higher than January 2009.
1,350 residents were out of work in January 2010. That is 20% higher than January 2009.

That is the highest January number since 1997 when the rate was at 21.8%

Under the proposal agreed to by Mr. Dodd and Mr. Corker, the new consumer agency could write rules for nonbank financial companies like payday lenders. During the 6:00 P.M. hour reports started coming in of snow on the road. On 49 at Watt Road,  the Lushmeadows area, Chowchilla Mountain Road and even at the Mariposa/Tuolumne County Line where multiple vehicles were reported spinning out.

EDITORIAL: Pension guardians must correct problems

...CalSTRS estimated it would earn an average of 8%. Its portfolio lost 25% in the 2008 market crash. CalPERS' estimated its rate of return would average 7.75%. Its portfolio fell 23% because of the crash.
This is where it gets tricky. If the pension funds lower the assumed rates of return, taxpayers must make larger payments now. That would be painful. But by ignoring the gap between wish and reality, the liability would worsen, leaving future taxpayers to pay bills that are due now. That's not fair to anyone involved...

The Legislative Analyst, the Legislature’s nonpartisan fiscal and policy advisor, today responded to a request from Senator Dave Cogdill (R-Modesto) to examine the overall impact California’s legislation to restrict greenhouse gas emissions (AB 32) will have on jobs in California. In light of this new information, Senator Cogdill renewed his request to Governor Arnold Schwarzenegger to use his authority to delay implementation of this legislation.

Another water project could divide the state
...
Drying up the San Joaquin was a problem for the corporate descendants of the 19th century cattle empire amassed by two San Francisco butchers, Henry Miller and Charles Lux. They held rights to the lower river, which they used to green 250,000 acres on the valley's baking west side, running from Mendota north to Patterson.
To keep them happy, the Bureau of Reclamation built the Delta Mendota Canal to ferry supplies 117 miles upstream from the delta to a spot near Mendota, where the water was dumped into the desiccated San Joaquin for use by the Miller-Lux successors, known as exchange contractors. Their rights predate the Central Valley Project, so they pay nothing for an annual allocation of water greater than the city of Los Angeles uses in a year.

'McMansions' vs. farms in King County
What Capeder is talking about  is agri-tourism and demonstration farming, not the stereotypical small family farm of years past.   He says the old-fashioned way of farming puts a modern farmer out of business.  But the process of developing Capeder's agri-business dream is hugely expensive:  in time, in money, and in permit fees. Thousands and thousands of dollars of permits fees. It's a permit and zoning process he claims is squeezing farmers out while favoring the rich.

Renowned conservationist Aldo Leopold, author of the classic book A Sand County Almanac, wrote that, "The landscape of any farm is the owner's portrait of himself. Conservation implies self-expression in that landscape." Farmers and ranchers across California, in the spirit of Leopold, take great pride in the enhancement of their landscapes and more needs to be done to celebrate their outstanding achievements. Sand County Foundation's Leopold Conservation Award exists to provide this sort of recognition to motivated agricultural producers who are also conservation leaders.

Efforts to sell 24 state office buildings have drawn lots of interest from potential buyers -- as well as the ire of some former public officials who labored to get them built years ago in the belief that public ownership of the buildings would bring long-term financial benefits to taxpayers.
"This seems to be very shortsighted economics," said Richard Rowe, a retired executive of the Los Angeles Community Redevelopment Agency, after he heard about plans to sell the Ronald Reagan State Building in downtown Los Angeles and other offices to investors.

‘On the Edge’ Banks Facing Writedowns After FDIC Loan Auctions

A total of 140 banks failed last year, and FDIC Chairman Sheila Bair said the number may be higher this year. It stands at 26 as of March 6. The agency said on Feb. 23 that 702 banks were on its “problem” list as of Dec. 31, up from 552 at the end of the third quarter. The FDIC’s insurance fund had a deficit of $20.9 billion at the end of the year.
“This whole thing is a mess waiting to happen across the country,” said Geoffrey Miller, a professor of securities law at New York University and director of the Center for the Study of Central Banks and Financial Institutions.

California's big pension funds thought they were building a perpetual-motion machine.
Now the gears are stripped and the wheels have fallen off. The California State Teachers' Retirement System and the California Public Employees' Retirement System are taking some steps to confront the problem. But thanks to a 1999 decision by lawmakers and then-Gov. Gray Davis, it may be too little, too late.

Quick Hits:
The residents of Mariposa Pines are shocked to find out that the fire station property has to be 2.5 acres, not the 1/2 acre that was to be donated. After years of discussion and even a trip to the Board of Supervisors no one in the county caught this 2.5 acre minimum until now.
Also, yesterday the Planning Commission held it's last workshop on Agritourism and now a Public Hearing will be held with the Planning Commission before heading to the Board of Supervisors. A few changes were suggested including letting these type of businesses that are to be located on major roads be allowed to have more than the proposed daily allotment of ten people a day/75 a week without having to get a permit.
Also we are hearing that Tourism will make a recommendation about the visitors center in Coulterville, where it should be located, at their next meeting.  They were tasked with looking at where in Coulterville the center should be, either where it currently is at or at the Northern Mariposa County History Museum. Also they are looking into seeing if they could operate both the Mariposa and Coulterville Visitors Center.
Also the Williamson Act comes before the Board of Supervisors on March 23,2010

Imperial County to cancel Williamson Act

As counties struggle to continue providing Williamson Act property tax provisions to farmers despite withdrawal of the state's $27.8 million funding support, the program's shaky platform suffered an unexpected blow when the Imperial County Board of Supervisors voted last week not to renew contracts with farmers when they come due next Jan. 1. Imperial became the first California county to vote to cancel the land-conservation program.

California, which released its January data Friday, began the year by adding 32,500 jobs, following losses in November and December. The gains were broad-based as sectors including construction, manufacturing, education and health services all added employees.
More help-wanted signs prompted some discouraged workers to start job hunting again. Because the increase in the number of people looking for work more than offset the increase in the number of jobs, the
state's January unemployment rate rose to 12.5% from a revised 12.3% in December.
