Gail Neil, Chief Probation Officer then presented a lengthy talk along with a representative from Secure
Alert about the low level probationers in Mariposa County wearing a leg device that could be tracked over the internet.
To learn more about this company and the product:
SecureAlert: TrackerPAL

This device would allow these people to be out of jail and home with this device attached to them.
The device sends a signal to GPS units in the sky that is watched 24-7 by the company in Utah and is on the internet for the probation officer to check on the person.
The unit is also a cell phone where the user or the remote center can contact the other person. Either to ask a question or to remind the person that they could be straying outside of their boundary limits.

The device has internal fiber optics to detect if a person is trying to remove the device from their leg and then can be contacted over the internal cell phone to ask what they are trying to do.

The Probation officer by logging into a high speed internet connection can see the persons movements in real time and also where they  have been as it keeps log files of the person.

The device which will cost the person on probation $8.00 a day ( Up to a limit of $12.00) will have no costs to the county. No set up costs or maintenance costs will be incurred by the county.

Gail Neil, the Chief Probation Officer is the person who can select a  prisoner to wear the device, a judge cannot say a person has to wear one but can deny a person from having the device.

Supervisors Janet Bibby and Lyle Turpin were concerned with coverage's up here in the mountain region because of the spotty cell phone service where there are many dead spots.

The representative for Secure Alert said they can put different SIM cards in the devices to connect to different cell providers if their signal should be stronger in a certain area. Also that  the cell phone coverage is different than a GPS signal which is higher in the sky and has a stronger signal.

Supervisor Bob Pickard wanted to know how many people could be tracked with this system. He was told the system is unlimited in how many individuals can be tracked at once. Gail said that they have about 10 people that they would like to have the device on, with a maximum of about 20. She also stated that these individuals would be low level offenders.

Gail Neil also stated that these offenders would still be visited be their probation officer and that this device is just an aide to help them keep track of the individual.

In the end a lease agreement was signed with the company with Secure Alert for the use of Tracker Pal Equipment.
