Supervisor Dianne Fritz
and Fire Chief Jim Wilson along with Mariposa County CAO Rick Benson were at the Government Center last night to have a public discussion on the state of the fire department in Mariposa County. With only residents Don Weston, Gregg Fritz and the Sierra Sun Times at the meeting, an informal talk was given by the fire chief.
Mr.Wilson reiterated his position, that putting a lot of money into old equipment is not financially sound and that maintenance this year is expected to come in at around $240,000. Mr. Benson noted that part of that money is to cover maintenance that was deferred and that next year the fire department might not spend that much money on maintenance.
Mr. Wilson also commented that Los Banos is willing to give us an old fire truck for a $1.00 so he is going to look at it!

Remember 9/11 Today!
Forget the politics for the day and remember what happened and all the families that were involved and still involved with this terrorist tragedy.
I remember it well as I had the television on and heard the first report that said a small plane hit one of the towers and then the story took off from their. I remember watching live as the second plane hit and then finally incredibly as the towers came down! Numbingly we watched the television screen with the same feeling inside as when watching the Challenger explosion live on television. The mind not wanting to believe what the eyes are seeing!
It was and continues to this day to be a very sad day for America!

Around 20- 25 people showed up to watch a Power Point demo on how the world is changing due to warming, especially the Sierra Nevada. One of the main talking points was about reduced snow packs in the mountains and the population that is still expanding in California. How nature and wildlife is trying to adapt to the warmer weather was also explained. After the demo a question and answer period had a lot of residents asking what they can do now at a local level to affect a change.

The Budget hearings will be on Sept 10, 2007

This summer, the National Incident Management Situation Report has consistently reported “extreme fire behavior,” “very active fire behavior,” or “rapid rates of spread” on large fires in most geographic areas.  Obviously, similar fire behavior is occurring daily on numerous smaller initial and extended attack fires in the same areas.

The appellants who are appealing a 1987 Manufactured Home to be placed in Coulterville in the Historic Design Overlay District found out at the Planning Commission meeting on Friday July 20, 2007 that they will have to come back in early September 2007, as the commissioners have instructed staff to come back with more information before they make a recommendation!
Specifically they want to know more about the National Historic District in Coulterville and what parts of the town are covered by the designation. Also they would like the age of the home to be verified and they would like a legal interpretation on a couple of County / State codes.

Hazardous Heat
A total of 46 people perished in the Hanford County Forecast and Warning area during the extreme heat of July 2006 and another 18 individuals were injured. Many of those who died or were injured were victims simply because they did not take precautions to protect themselves to dangers of hot weather

News Brief:
At the Mariposa County Board of Education Meeting on Thursday Night:
Mariposa Middle School will return to a 2 semester system  for school year 07/08.

The Board would like the new school superintendent to meet with the land owner on the possible donation of land to the school district.

The Board also approved the bussing schedule for 07/08 which while costing the district over $30,000 a year more, as there will be no middle school layover, the students will be bussed home as school lets out for the day!

A big tip of the hat to Transportation Director Bob Morse from the Sierra Sun Times for working with the drivers, teachers, and parents on this bussing schedule.

Mr. Morse also said  that the new bussing schedule will be online in a few days!

Also a big tip of the hat to new school superintendent Randy Panietz for canceling a staff development day at the school, thus saving the district about $45,000 by incorporating the day into another day and spending just under $9,000 to achieve the same purpose!

Captain Boling’s Boo-boo
Yosemite has been beset with many problems and controversy over the years.  Mistakes have been made and mistakes will be made but perhaps, the biggest mistake ever made in or about Yosemite was made in the early 1850’s by Captain Boling when he led a militia into Yosemite in an attempt to round up Chief Tenaya’s tribe of Indians and transport them to a reservation near Fresno and in the process shot and killed Chief Tenaya’s favorite young son.

Yosemite West Prescribed Burn—PW 17 (B, C & E) New Date - Tuesday, October 9, 2007

The National Park Service plans to conduct a prescribed burn in the Yosemite West area to reduce hazard fuels, protect structures from the threat of unwanted wildland fire and promote ecosystem health. Besides being used to thin forests and reduce unnatural fuel loads in areas that are in close proximity to public and private structures and use areas, prescribed fire is used to simulate the effects of a natural lightning-caused fire.

Weather and air quality conditions permitting, this burn is scheduled to start on Tuesday, October 9, 2007 and will continue for 5-7 days.

This burn will consist of three units, B, C & E, located west of the Wawona Road, (Hwy. 41), and south of Henness Ridge. The initial burn will be approximately 250 acres in Unit B. These units are comprised primarily of ponderosa pine, and other mixed-conifers. Together these burn units total approximately 900 acres.

Park staff will monitor smoke on a consistent basis. However, due to the topography of the area smoke will be noticeable within the Yosemite West area, as well as down canyon following the Merced River corridor, affecting El Portal and Mariposa areas. Take extra care while driving near the burn area, by observing all warning signs posted along the roadway and using your headlights when smoke is on the road. Expect reduced lanes and traffic control pilot vehicle escort and on Wednesday and Thursday with minimal travel delays on Hwy 41.

Residents and visitors are advised to take precautions to minimize smoke impacts to health. People with respiratory problems should use caution when exerting themselves in smoky areas.

Oak Tree Failures - Summer branch drop is a widely-observed, poorly-understood phenomenon where large horizontal or leaning limbs or stems suddenly break and fall. It seems to occur more on hot, calm afternoons of late summer, and may be associated with heavy foliage and/or heavy seed crops. Four significant oak trees have failed in Yosemite Valley and El Portal in the last six days. None of the failures was adequately explained by outwardly visible defects. While we do not have a specific credible threat (lack of outwardly visible defects), consider the "treeland security" threat level elevated to "yellow" until the weather changes, and Tuesday thunderstorms may have abated the threat some. Recommendations on hot, still, late summer afternoons include: do practice situational awareness; don't leave immobile people (infants, elderly, etc.) directly under large oak trees; do run away if you hear a sharp crack in an overhead oak tree; do report witnessed tree failures. Residents and workers who are under oaks daily may have a higher exposure to risk of tree failure than visitors.

Injured Climber Rescued From Half Dome
Valley rangers received a report of an injured climber on the northwest face of Half Dome at 4:30 a.m. on August 21st. The climber, Robert Kuntz, had taken a leader fall of about 80 feet after having gotten off route. During the fall, Kuntz zippered out at least four additional protection pieces that he’d used as climbing aids. Kuntz’s fall was finally arrested by his climbing rope, but not before he injured his back in a glancing blow off a protruding ledge. Rescuers were flown to the top of Half Dome in the park’s contract helicopter. Two rescuers were then lowered 600 feet down the overhanging face to Kuntz’s location. He was packaged in a vacuum body splint, raised to the top of Half Dome, then flown to a trauma center in Modesto.

The Babcock Fire broke 100 acres on 8/24. The current size is 172.8 acres due to increased activity yesterday and today (which includes two large granite outcroppings). On 8/24 the fire made 3 short uphill runs on the South, Northeast, and Northwest flanks. Today the fire made one uphill run on the Northwest flank with Isolated and occasional group torching and short range spotting.

Missing Woman Found Dead in Yosemite National Park
The search for a missing woman in Yosemite National Park ended on Tuesday, August 14, 2007 when her body was located in the Echo Creek drainage, a rugged wilderness area southwest of Tuolumne Meadows.

Ottorina Bonaventura, 80, was reported missing by friends when she failed to return to the Vogelsang High Sierra Camp after a day-hike on Jul 30, 2007. Over 150 searchers from counties throughout California, the National Park Service, and DNC Parks and Resorts in Yosemite, Inc. participated in the search effort. Dog teams and helicopters were used as well.

The cause of death is still under investigation.

Ottorina Bonaventura Search Incident Update

Effective Monday, August 6, 2007, the search efforts for lost backpacker Ottorina Bonaventura transitioned to a limited continuous search strategy involving local ground searchers and an investigations unit.

Initial search activities began on Monday, July 30, 2007. A full-scale search was in place by Tuesday, July 31, 2007.

Nearly 150 searchers from all over the state joined National Park Service staff in the search effort. The search area included over 100 square miles of rugged wilderness terrain ranging in elevation from 8,000 to over 10,000 feet above sea level. Exposed granite outcroppings, high altitude, heavy timber, and steep terrain were some of the conditions faced by searchers. Additionally, afternoon thunderstorms, high winds, and cold conditions were major safety concerns for search managers and personnel. Safety has been of primary concern throughout the search incident.

The change in search strategy came after a careful review of continuing risk exposure against the probability of locating Ottorina Bonaventura. Ground searchers, dogs, and aerial flights have extensively covered the area of and radiating out from the location where Bonaventura was last seen.

Yosemite National Park continues to investigate this incident. Anyone with information or questions should contact the Yosemite National Park Media Relations Office at 209/372-0529.

On the morning of July 26th, ranger Sam Flourney was contacted by members of a fishing party who reported that a 77-year-old member of their group had suffered a dramatically angulated leg fracture in a ground-level fall. Flourney and SAR technicians Chris Nanamura and Jen Imai headed to the man’s location, about 25 minutes east of the Little Yosemite Valley campground. Flourney advised incident command that a helicopter short-haul would be required to extricate the man, as he was in heavy timber on an inaccessible side of the Merced River. A medical team was flown into Little Yosemite Valley and dropped onto the site via heli-rappel. The injured man and medic Matt Stark were then short-hauled from the accident site and flown about five miles to the Ahwahnee Meadows helispot in Yosemite Valley proper. Contact Information Name: Keith Lober, Emergency Services Manager

Yosemite National Park Mourns Passing of Long-Time Volunteer Kathie Orr

Kathie Orr, a Yosemite volunteer and former Yosemite Association board member, died of natural causes in her trailer at North Pines Campground on July 23, 2007. She was 72.

Kathie's visits to the park as a child and with her own children inspired over 20 years of dedicated service in Yosemite National Park as a volunteer in the Valley Visitor Center. Additionally, many rangers will remember her vivid stories about her early visits, her dedication to her country, and her heartfelt enthusiasm for our shared heritage.

Acting Yosemite National Park Superintendent Kevin Cann said on Tuesday "Kathie has inspired countless employees and visitors with her spirit, wit, and hardworking attitude."

Park Ranger Andy Fristensky, who supervises the Yosemite Valley Visitor Center, said "The beauty of Yosemite inspired Kathie to love and care for this place. She will be missed tremendously."

In 2002, Kathie was given the Presidential Volunteer Service Award in recognition of her over 4,000 hours of volunteer service. This award honors Americans who, by their demonstrated commitment and example, inspire others to engage in volunteer service. By the end of 2006, Kathie had given almost 7,000 hours to serving the park's visitors. Kathie's dedication to education in Yosemite was also demonstrated by her commitment to the Yosemite Association, Yosemite's cooperating association, where she volunteered from 1987 to 1999. Kathie also served as a board member for the Yosemite Association from 1991 until 2003.
