July 23, 2016 - SACRAMENTO – Senate President pro Tempore Kevin de León (D-Los Angeles) released the following statement yesterday on the Governor’s signing AB 857 (Cooper), requiring individuals who assemble homemade kevin de leon california senatorown guns to seek a serial number for the weapon and pass a background check ith the Department of Justice:

“I want to congratulate Assemblymember Jim Cooper (D-Elk Grove) as his AB 857 was signed into law today. I also want to thank Governor Brown for recognizing the importance of this measure to law enforcement and the safety of all Californians. When guns can be assembled piece-by-piece at home as a way to avoid regulations that require firearms to be identified by a serial number or a background check they become particularly useful in the commission of a crime and very difficult for law enforcement to track. Assemblyman Cooper’s measure closes this loophole, making all of us safer.”
Background: Senator De León is a principal co-author of AB 857 and is the author of an identical measure, SB 1407, which is currently in the Assembly Appropriations Committee. In 2013 he introduced SB 808 which also required individuals who assemble their own weapons seek a serial number with the DOJ and submit to a background check. That measure was vetoed in 2014.

AB 857 is the latest gun-violence reduction measure passed by the legislature and signed by the Governor – seven in all – giving California the strongest gun-control laws in the nation.
