Legislation strengthens oversight, streamlines distribution of funds to benefit veterans home residents

September 26, 2016 - (SACRAMENTO, CA)– Governor Edmund G. Brown Jr. has signed into law legislation by Senator Lois Wolk (D-Davis) to provide stronger oversight and fairer distribution of funds to provide lois wolk california senatorfor the welfare of veterans living in California’s eight veterans’ homes.

Senate Bill 543 addresses a number of deficiencies in the oversight of Morale, Welfare, and Recreation (MWR) funds, highlighted in two reports by the State Auditor in recent years regarding the administration of MWR funds.

“SB 543 streamlines distribution of these monies and provides greater accountability and transparency for how these funds are spent,” Wolk said.  “I thank the Governor for signing this important measure, which will ensure that these funds are spent to improve the quality of life of the thousands of California veterans living in veterans’ homes.”

Wolk’s SB 543 creates a single statewide account for MWR funds. The bill also authorizes the California Department of Veterans Affairs (CDVA) to adopt regulations, in consultation with the residents at each home, to govern the annual process for disbursements from the fund.

“SB 543 creates a workable solution that provides the Department of Veterans Affairs the oversight and accountability they need, while also ensuring that the residents have a voice in rules and regulations of the Department and the necessary local control over administration of the funds,” Wolk said. “Ultimately, streamlining the distribution of MWR funds to the homes will serve the best interests of all veterans’ home residents all over the state.”

Uses for these funds include the operation of hobby shops, movie theaters, and libraries at veterans’ homes. The funds can also be used to pay for newspapers, chapel expenses, and sports activities. MWR funds are derived from sources including proceeds from the California Veterans Homes Fund, the Veterans Quality of Life tax check-off, and donations.
