CHP-DSCN0585

December 22, 2014 - On Saturday, December 20, 2014 at about 1:30 P.M. California Highway Patrol Officer Perez was conducting routine speed enforcement patrol on Highway 140 near Hummingbird Lane in Mariposa County. Officer Perez was traveling westbound on Highway 140 at 55 mph in his 2011 Ford Crown Victoria. Arnold P Mininger, 53, of Merced was driving a 2001 Nissan Frontier truck eastbound toward Mariposa on Highway 140 at a very high rate of speed. Officer Perez activated his emergency lights and siren, performed a U-turn and pursued Mr. Mininger who failed to yield to the officer. Officer Perez informed the Merced Communications Center about the failure to yield and provided a description of the vehicle to the center. Mr. Mininger proceeded to pass vehicles by crossing over the solid double lines on the highway. The CHP Crown Victoria's rear tires lost traction in a right-hand curve and slid to the left as Officer Perez tried to maintain control of the vehicle. The car slid off of the roadway, collided with a rock embankment and rolled onto the roof. Mr. Mininger continued toward Mariposa at a high rate of speed. Officer Perez was able to get out of the Crown Victoria and directed traffic around the vehicle.

At about 2:07 P.M. Officer Gentry of the CHP Oakhurst office spotted Mr. Mininger traveling southbound towards Fresno on Highway 41 at a high rate of speed. Officer Gentry attempted to stop Mr. Mininger but he continued southbound at speeds exceeding 100 mph at times. The Fresno office of the CHP took over as primary in the chase on the highway. Mr. Mininger exited eastbound onto Highway 180 in Fresno, again reaching speeds of over 100 mph. Mr. Mininger exited the highway at Fowler Avenue, stopped, got out of the vehicle and was taken into custody.

Mr. Mininger was returned to Mariposa and evaluated at the Mariposa County Adult Detention Center. He was then booked for several felonies including Failure to Yield, Driving Under the Influence and Driving the Wrong Way. Also a misdemeanor charge of Obstructing a Peace Officer.

During the rollover of the vehicle Officer Perez suffered a broken finger and abrasions to his hands and arms.
