August 8, 2014 - Against the backdrop of one of the most severe droughts in recorded California history, lawmakers debate on about whether to replace Proposition 43, the $11.1 billion water bond, with a less costly option.

The Legislature has until late August to either replace Prop. 43 with a slimmed-down option or place it on a future ballot. The other option: do nothing and let voters decide its fate in November.

Moving around the discussion table are three leading water bonds: AB 1331 (Rendon), (Perea) and SB 848 (Wolk), plus a proposal from Gov. Jerry Brown. They range in size from $6 billion to $10.6 billion.

With time running out, considerable differences remain among lawmakers and stakeholders on more the bond’s overall price tag. Heated issues include: how much to spend on the Sacramento-San Joaquin Delta, who should be in charge of doling out Delta funding and whether to allow water storage funding to be spent outside of the annual budget process.
