May 26, 2024 - MONTEREY – California Department of Corrections and Rehabilitation (CDCR) on Saturday announced the apprehension of James Xiong, an offender who walked away from the Delta Conservation Camp in Solano County on May 13, 2024.

Agents from CDDR’s Office of Correctional Safety were assisted by the Monterey Police Department. Xiong was apprehended in Monterey today at 1 p.m. Officers were required to use physical force and a taser to take him into custody.

Xiong was transferred to the Correctional Training Facility prison in Soledad and will be referred to the Solano County District Attorney’s Office for possible escape charges.

Xiong was received from Fresno County on March 3, 2015, to serve a six-year sentence for first-degree robbery and a three-year concurrent sentence for vehicle theft with a prior felony violation. He was released to parole supervision on Nov. 19, 2019. He was returned from parole on Sept. 19, 2022, with a new term from Nevada County. He was sentenced to six years for grand theft exceeding $950, a second-strike offense. In addition, he was sentenced by Kings County on Aug. 17, 2023, to one-year, four months for possessing/owning a firearm by a felon or addict, a second-strike offense.

Since 1977, 99 percent of all people who have left an adult institution, camp, or community-based program without permission have been apprehended.
