The operation was led by CSLB’s Statewide Investigative Fraud Team (SWIFT) with support from the California Department of Insurance and the Kern County District Attorney’s Office. Suspects submitted bids between $1,600 and $4,800 for home improvement work including plumbing, concrete, painting, and landscaping jobs – well above the $1,000 amount requiring licensure.
Several individuals also are accused of violating state laws by asking for excessive down payments and advertising services without a valid license. California law limits down payments to 10 percent of the contract price or $1,000, whichever is less, and requires license numbers to appear on all business materials. Unlicensed individuals may only advertise for jobs under $1,000 and must state they are not licensed.
Five stop orders were issued for failure to provide workers’ compensation insurance for employees.
“Contracting without a valid license is a serious offense, carrying significant penalties,” said CSLB Registrar David Fogt. “CSLB remains committed to protecting consumers from unlicensed and uninsured individuals who have not met California’s professional standards.”
