February 13, 2026 – San Bernardino County Sheriff’s Department officials report that investigators with the sheriff's department conducted San Bernardino County Sheriff logoan investigation into a conspiracy to smuggle narcotics into West Valley Detention Center involving an in-custody inmate and an out-of-custody subject, later identified as Tiffany Monteiro.

The investigation revealed the two conspired to manufacture narcotic-soaked mail for introduction into the secured facility. Investigators learned the inmate provided Monteiro with instructions on how to disguise the paperwork to avoid detection.

Monteiro, who is on felony probation and resides in Apple Valley, was contacted during a probation compliance check at her residence. During the check, investigators located multiple rounds of ammunition, a firearm magazine, methamphetamine, and evidence consistent with the plan to smuggle narcotics into West Valley Detention Center.

Investigators seized the items and arrested Monteiro. She was subsequently booked at High Desert Detention Center for violations of Penal Codes 182/4573 and 30305(a)(1).
