October 20, 2018 - SACRAMENTO – California’s unemployment rate decreased to 4.1 percent in September – a new record low level dating back to 1976 – while the state’s employers added 13,200 nonfarm payroll jobs, according to data released today by the California Employment Development Department (EDD) from two surveys. California has now gained a total of 3,013,300 jobs since the economic expansion began in February 2010.

The U.S. unemployment rate fell to 3.7 percent, and the nation’s employers added 134,000 nonfarm payroll jobs.

In September 2017, the state’s unemployment rate was 4.5 percent. The unemployment rate is derived from a federal survey of 5,100 California households.

Nonfarm payroll jobs in California totaled 17,202,900 in September, according to a survey of businesses that is larger and less variable statistically. The survey of 71,000 California businesses measures jobs in the economy. The year-over change, September 2017 to September 2018, shows an increase of 339,600 jobs (up 2.0 percent).

EMPLOYMENT AND UNEMPLOYMENT IN CALIFORNIA

The federal household survey, done with a smaller sample than the survey of employers, shows an increase in the number of employed Californians over the month. It estimates the number of Californians holding jobs in September was 18,582,000, an increase of 34,000 from August, and up 81,000 from the employment total in September of last year.

The number of unemployed Californians was 803,000 in September – with no change over the month, and down by 76,000 compared with September of last year.

PAYROLL EMPLOYMENT DETAIL (SEASONALLY ADJUSTED)

EDD’s payroll employment report (wage and salary jobs) in the nonfarm industries of California totaled 17,202,900 in September, a net gain of 13,200 jobs from August. This followed a revised gain of 42,600 jobs in August.

Month-over Job Gains

Four of California’s eleven industry sectors added a total of 25,500 jobs in September. Professional and business services reported the largest increase with a gain of 11,800 jobs, followed by leisure and hospitality (up 8,500) and government (up 5,100). Mining and logging gained 100 jobs and financial activities reported no change over the month.

Month-over Job Losses

Six of California industries reported job losses over the month. Educational and health services reported the largest decrease with a loss of 3,700 jobs, followed by information with a loss of 3,000 jobs and construction with a 2,000 jobs loss. Other industries that lost jobs in September were other services (-1,800), manufacturing (-1,500) and trade, transportation and utilities (-300).

Year-over Job Gains

In a year-over-year comparison (September 2017 to September 2018), nonfarm payroll employment in California increased by 339,600 jobs (a 2.0 percent increase).

Nine of California’s eleven industry sectors added a total of 344,400 jobs over the year. The largest job gains were in professional and business services, up 78,200 (a 3.0 percent increase), educational and health services, up 77,900 jobs (a 2.9 percent increase) and leisure and hospitality, up 68,600 (a 3.5 percent increase).

Other sectors adding jobs over the year were government, trade, transportation and utilities, construction, information, financial activities and manufacturing.

Year-over Job Losses

Two industry sectors posted job declines over the year, other services reported the largest decrease with a 4,500 job loss and mining and logging, down 300 jobs.

UNEMPLOYMENT INSURANCE CLAIMS (NOT SEASONALLY ADJUSTED)

In related data, the EDD reported that there were 284,790 people receiving regular Unemployment Insurance benefits during the September survey week. This compares with 306,175 in August and 312,933 in September of last year. At the same time, new claims for Unemployment Insurance were 34,519 in September, compared with 35,925 in August and 39,575 in September of last year.
