June 22, 2026 - The Rural County Representatives of California (RCRC) reports RCRC has challenged AT&T’s efforts to prematurely abandon its Carrier of Last Resort (COLR) obligations. RCRC seeks to support the transition to modern communications technologies and ensure that rural communities are not left behind. Recent Federal Communications Commission (FCC) and AT&T actions threaten to erode longstanding consumer protections and universal service obligations before reliable, functionally equivalent alternatives are widely in place. In response, RCRC has jointly filed a challenge to the FCC’s Network Modernization Order and opposed AT&T’s efforts to fast-track discontinuing service that is affecting numerous residents and businesses. Together, these efforts underscore RCRC’s commitment to safeguard reliable, continuous communications service for all Californians.

For more information on the effects of the Network Modernization Order, see HERE and HERE, or get involved HERE.
