June 10, 2026 - WASHINGTON, DC – On Tuesday, U.S. Senators Jacky Rosen (D-NV) and Mike Rounds (R-SD) introduced a bill to increase security
cooperation and strengthen defense capabilities between the United States and Ukraine. Specifically, the bipartisan Strategic Unmanned Systems Partnership Act will create a working group between the Department of Defense, the Armed Forces of Ukraine, and other relevant stakeholders to enable the U.S. to co-develop, co-produce, and rapidly acquire cost-effective Ukrainian-designed unmanned systems such as drones and surface vehicles, as well as the capabilities to counter unmanned systems.
“The use of drones and other unmanned systems has proven to be a central feature of modern conflict, and after more than four years of resisting Russia’s illegal invasion, Ukraine has become a leader in rapidly developing these emerging technologies,” said Senator Rosen. “By partnering with Ukraine and capitalizing on their expertise, we can ensure that both the U.S. and Ukraine are equipped with the latest technologies to bolster our mutual security and deepen our defense cooperation.
“Unmanned systems are a major and growing component of warfare, and Ukraine is leading the way for their use in combat,” said Senator Rounds. “Our legislation would create the Strategic Defense Innovation Working Group between the United States and Ukraine to bolster unmanned system capabilities for both our nations.”
As a member of the Senate Armed Services Committee, and the Senate NATO Observer Group, Senator Rosen has been a steadfast supporter of Ukraine in its fight to defend against Russian aggression. Senator Rosen has called for the U.S. to reduce restrictions on Ukraine’s use of U.S.-provided weapons in its fight against Russia’s illegal invasion. She has also worked across the aisle to provide economic and security assistance to Ukraine, and she has repeatedly called to isolate and hold Russia accountable for its crimes and abuses against Ukraine.
