Human Trafficking Prevention Month
February 17, 2026 – Ventura County Sheriff's Office officials report that January was officially designated as National Human 
Trafficking Prevention Month in the United States to raise awareness, educate the public on spotting signs of forced labor and sex trafficking, and promote prevention efforts.
In January 2026, Detectives from the Ventura County Human Trafficking Task Force (VCHTTF) conducted and coordinated multiple anti-human-trafficking investigations, enforcement operations, awareness events and posts on social media platforms throughout Ventura County. The VCHTTF also participated in Operation Reclaim and Rebuild, an annual statewide enforcement initiative led by the Los Angeles Regional Human Trafficking Task Force, reinforcing interagency collaboration and a unified stance against human trafficking.
The VCHTTF consists of two full-time Sheriff’s Detectives, supported by partner law-enforcement agencies, prosecutors, social-service providers, healthcare professionals, community partners, and victim-advocacy organizations. The Task Force investigates both labor and sex trafficking cases countywide. The investigations listed below highlight notable efforts and are not exhaustive.
In January, the VCHTTF concluded an investigation into Bryan Garcia, a 23-year-old Los Angeles resident and suspected trafficker of a juvenile victim from Ventura County. Garcia was arrested for human trafficking of a minor and additional sex-crime-related charges.
In January, the VCHTTF, in coordination with detectives assigned to the East County Sexual Assault Unit, concluded an investigation involving Carlos Reid, a 36-year-old resident of Thousand Oaks, and a juvenile victim from Los Angeles County. As a result of the investigation, Reid was arrested for human trafficking of a minor, along with additional sex-crime-related charges.
In January, the VCHTTF assisted detectives assigned to the Camarillo Special Enforcement Unit with a pimping and pandering investigation involving Jordan Rems, a 22-year-old resident of Los Angeles, and an adult victim from Los Angeles. As a result of the investigation, Rems was arrested for pimping, pandering, and related charges.
In January, the VCHTTF assisted the Ventura Police Department with a motel operation in the City of Ventura. As a result, multiple commercial sex buyers (“Johns”) were arrested for solicitation of prostitution.
In January, the VCHTTF partnered with law enforcement, code-compliance officers, and victim advocates to conduct compliance checks at 34 massage businesses, some of which were identified as potential Illicit Massage Businesses (IMBs). Resources were offered to 31 potential victims, and multiple administrative citations were issued.
The VCHTTF also assisted the San Diego Human Trafficking Task Force in locating and rescuing a human trafficking victim from Ventura County. At the time of the rescue, the victim’s trafficker was taken into custody.
The Task Force aims to raise awareness about human trafficking within the community. Detectives believe that these proactive enforcement efforts are critical in the fight against human trafficking.
